EnvisionWashoe 2040 – Survey Questions for South Valleys 03/14/22
This survey is specific to the South Valleys area. This area includes Washoe Valley,
Pleasant Valley, and Steamboat Valley. The survey is intended to identify issues which
should be addressed and included in the updated South Valleys Area Plan.

1.) The lifestyle that is currently enjoyed in the South Valleys is outstanding. It is
preferred that it remain unchanged.

2.) Future development in the South Valleys area shall be constrained to the
sustainable groundwater yield in order to minimize the impact on domestic wells, lakes,
wetlands, and wildlife habitat.

considerations limiting future development activity.

6.) In order to maintain the rural character of the South Valleys, commercial
development shall be restricted to Neighborhood Commercial and General Commercial
parcels which existed prior to January 01, 2022.

7.) The South Valleys Area Plan shall continue to specify allowed Residential, Civic,
Commercial, Industrial, and Agricultural uses which protect the rural character and
quality of life in the area.

8.) Commercial development within one mile of residential neighborhoods shall respect
those residential property owners by limiting all types of pollution, including, but not
limited to, air, water, noise, odors, light, dust, and hazardous materials.

9.) Any previously approved development project, such as a subdivision, which has not
been started in the time allowed (sometimes called a “Zombie Project”), cannot be
extended unless it has been reviewed and updated to reflect the current Area Plan’s

10.) Washoe County and other agencies shall continue to pursue the acquisition of
private land in the South Valleys area to place into the public domain. Land acquired in
this manner will preserved in the public domain.

habitat to the South Valley communities.
